STUDY TOUR ON EMERGENCY OBSTETRIC CARE (EMOC)

May 14-19, 2007. Delegation from Armenia participated in a Study tour in Lithuania entitled: “Emergency Obstetric Care (EmOC)”, funded by USAID through the Human and Institutional Capacity Development Project that is administered by the Academy for Educational Development (AED). Health Economics Centre in collaboration with Ministry of Health organized a study tour visit and trainings for the guests.
The main goal of this study tour was to prepare practicing physicians, health administrators from project-supported facilities and national level decision-makers for the competency-based training interventions in EmOC, establish an enabling political environment for the development and then institutionalization of the national level service delivery standards in the EmOC (including active management of the third stage of labor) using international-recognized evidence-based approaches and develop a rational system of obstetric emergency preparedness and referrals.

The study tour program was elaborated and site visits were organized in a such way that the participants had possibility to discuss relevant issues with those who have been directly involved in management of Obstetric Care Management System and visited all levels health care institutions involved in provision of Obstetric care services (primary health care institutions, Ambulance care service, hospitals providing II (a and B) and III level Obstetric care services).

Participants had possibility to get necessary knowledge and skills to cover all study tour objectives: define key components of the rational emergency obstetric care system that addresses “three delays” in emergency obstetrics holistically from a delay in deciding to seek care to emergency preparedness of healthcare facilities and referrals; identify key modern evidence-based emergency obstetric care interventions.

During Conclusion and Evaluation sessions and the training session participants discussed possibilities to develop EmOC system in Armenia and were assisted by Health Economics Centre consultants to prepare draft Action Plan to be implemented upon return to their home country.
